Heather Mulliner holds master’s degrees in American history from the University of Montana and in archival management and public history from New York University. Her article grew out of research she conducted for the South Dakota State Historic Preservation Office for its nomination of Fort Sisseton as a National Historic Landmark. She currently works as a data and policy analyst for the State of South Dakota.
